WINDOW ROCK — A resolution to place Navajo Nation President Joe Shirley and Vice President Ben Shelly on administrative leave failed to be added to the Navajo Nation Council’s fall session agenda Tuesday.

Council Delegate Raymond Joe, Tachee-Blue Gap/Whippoorwill, made a motion to add his resolution to put Shirley and Shelly on leave, a move which failed with a vote of 45 in favor and 18 opposed. At least 59 “yes” votes are needed to change the agenda.
