WINDOW ROCK — District Court Judge Geraldine Benally will rule Thursday on a motion that would return Navajo Nation President Joe Shirley Jr. to office immediately through issuance of a temporary restraining order against the Navajo Nation Council and Speaker Lawrence T. Morgan.

The temporary restraining order would prohibit implementation of the Oct. 26 Council resolution that placed the president on administrative leave and set a date and time for a hearing to determine whether the order should be converted to a preliminary injunction until the matter of a permanent injunction can be decided at trial.
