YATAHEY — A large crowd shivered under a rugged Army tent, watching as Navajo President Joe Shirley, N.M. Gov. Bill Richardson and state and tribal officials dedicated New Mexico Highway 264 as the Navajo Code Talkers Highway Wednesday afternoon.
