WINDOW ROCK — The tragedy of Sept. 11 brought to the forefront the importance of working together to handle a major emergency. Even rural communities made emergency response plans and drills.

However, as Herman Shorty with the Commission on Emergency Management notes, “You can have training, but if you don’t practice, then it becomes dormant knowledge.”
