TSELANI-COTTONWOOD — Chapter officials don’t remember when the Black Mountain Loop road was ever maintained. The loop is a scenic one with views of Black Mountain and Fish Point, but a driver best not look at the scenery. The road is riddled with numerous and large potholes.

The 15-mile road is paved and is supposed to be maintained by the Bureau of Indian Affairs but it is in extremely dilapidated condition, chapter staff said.
