WINDOW ROCK — The Navajo Nation Council met in a work session Friday to discuss the special election set for Dec. 15, but most of the delegates’ discussion was held out of the public view.

The Council went into executive session for more than four hours during the work session. Only Council delegates and a limited number of staff are allowed into executive sessions.
