The Gallup City Council got some help with that issue Monday during its retreat to Santa Fe, organized and spearheaded by the Gallup-based Northwest New Mexico Council of Governments. Bill Fulginiti and Randy Van Vleck of the New Mexico Municipal League shed some light on city codes, ordinances and resolutions — and how each fits into the city charter.
