WINDOW ROCK — Navajo Nation President Joe Shirley Jr. said that Navajo Nation Council action to place him on administrative leave is retaliation for his efforts to hold a special election asking the Navajo people to reduce the Council and to give the president line-item veto power.

Council delegates have repeatedly said that putting the president on leave is not related to the initiatives.
