Western Refining to pay $1.95 million settlement Copyright © 2009 WINDOW ROCK — Western Refining Co. will pay $1.95 million to the Center for Excellence in Hazardous Material Management in Carlsbad for a biofuels project as part of a settlement agreement with the New Mexico Environment Department. NMED Secretary Ron Curry first announced Feb. 24 that his agency had reached a settlement with Western that required the refinery to pay for $2.25 million in projects to improve the environment in northwestern New Mexico and across the state.
