GALLUP — Had some kind of road or transportation grant been received last year — as opposed to a state legislative appropriation being made — a traffic light at Second Street and Park Avenue would’ve been up a long time ago, Mayor Harry Mendoza said Monday.

And if you really want to explore some answers on the issue, then take a long look at the differences between grants and appropriations, Mendoza said.
